Most campus intrusions start at glass. Standard glass fails on the first strike and the building is open. Attached security film keeps the broken glass in the frame so the opening is not created on the first blows — which is what lockdown procedures are built around. What you are probably thinking

The other quote is cheaper.
It usually is, and it is usually film on glass with no attachment — not the structural attachment 3M specifies and not what the district selected. Ask them to put the attachment method, the test and who the installers work for in writing, then compare the two documents. Is it bulletproof?
No, and no window film is — anyone who tells you otherwise is selling you something. Security film keeps broken glass in the opening when it is anchored to the frame, making it more difficult for an intruder to break in. Ballistic protection is a glass replacement at many times the cost, and we will tell you so.
